(16) A directif should be prepared for this officer showing
the policy which he is to follow. He will require
a large measure of discretion in carrying out this policy.
(c) The Joint Planning Sub-Committee should prepare a
draft report including a suitable directif for the officer selected. This report should cover:
(i) The probable scale and methods of German
and Italian attack.
(ii) The policy for the defence of our West
African Colonies and the relative importance of areas to be defended.
Methods of implementing this policy.
(iii)
(iv)
Proposals for reinforcement and for raising new Colonial forces in our West African territories.
