In accordance with the conclusions of the Meeting of the Joint Intelligence Sub-Committce held on 14th June have prepared an appreciation of the present day situation in Germany with regard to morale, foodstuffs, supplies (particularly of essential raw materials), resources of man-power, arms, munitions and aircraft.

We have assumed as the basis of our appreciation that the resources of German occupied territory will. be available to Germany: we include in this connection the French terntory whole of France. The resources of Italy, however, are пося олеарно

20 We deal in Annex A of this paper with the position of German resources under four headings Military, Naval, Air Force, and Home Front. In Annex B we deal with the state of German morale under the same four headings. Our conclusions are summarised below.

Germany has, for long, been throwing all her available resources of man-power, equipment, and supplies, into her supreme effort to defeat the Allies outright. The losses incurred by all three branches of the German Fighting Services have not interfered with her ability to carry on the war, against any foreseable combination of enemies, any scale likely to be required, until the early Autumn and probably until the end of the year.

During this period, there may be a progressive deterioration in the quality of German war equipment, and, at the end of the period, on the assumption that Germany has maintained her Army at its present size, and has pursued

her military, ravel and air operations at their present intensity, we shall expect to see hor wax effort seriously affected by a combination of the following factors.-

(a)

Shortage of oil.

(b) Shortage of ferro alloys and certain ferrous

metals and textiles.
