Power of Lord Chan- cellor to

make rules.

12. Subject to the provisions of this Act, the Lord Chancellor may by order from time to time make, and when made may rescind, amend, or add to, rules in respect of all or any of the following matters; that is to say,

(1.) The mode in which business is to be conducted in the Land Transfer Office, and the duties to be performed by the members of the Land Transfer Board, and by all officers and persons attached to the Land Transfer Office; and

(2.) The relations between the London office and the branch offiosa 10

and how far registration in a branch office is to be considered as a final transaction or only as a mode of obtaining registration in London and

(8.) The conduct of sales of land at and through the medium of

the Land Transfer Office, and the publication of information 15 relating to sales of land; and

(4.) The mode in which the registers are to be made and kept; and the mode in which opinions of counsel and other documents are to be authenticated and kept, in cases where a proprietor registered with a possessory title desires such opinions or 30 documents to be kept with a view to substantiating that title ; and (5.) The forms to be observed, the precautions to be taken, the instruments to be used, the notices to be given, and the evidence to be adduced in all proceedings in connexion with registration, 25 and the circumstances under which and the persons to whom reference is to be made in respect of the examination of any title to land proposed to be registered with an absolute title; and

(6.) The custody of any instruments from time to time coming 30 into the hands of any officer of the Land Transfer Office, with power to direct the destruction of any such instruments where they have become altogether superseded by entries in the register, or have ceased to have any effect; and (7.) The costs and fees to be charged in or incidental to or con- sequential on the registration of land, or any other matter required to be done for the purpose of carrying this Act or the principal Act into execution, with power to require such costs and fees to be payable by commission, per-centage, or other- wise, and to bear a certain proportion to the value of the land 40 registered, or to be determined on such other principle as may be thought expedient; and
