68. Where this Act authorises or requires a county council to Powers of act by any committee, such committee shall in respect of any matter joint com- delegated to it by this Act or by the county council have (subject joint to the terms of this Act and of such delegation) the same power in councils. all respects as if it were a county council, and the matter and district (if any) assigned to it were within its jurisdiction. Such committee shall be subject to such regulations respecting its proceedings as the county council may from time to time make, and subject thereto, may regulate its own proceedings.
A joint council appointed under this Act and any such committee shall respectively hold office for such time as may be fixed by the county councils who appointed it, not exceeding the time during which such county councils are themselves authorised to hold office. The expenses of a joint council shall be defrayed by the councils appointing it in the proportion agreed to by them.
The expenses of a committee under this Aot shall be defrayed as part of the expenses of the county council of which it is a committee,
