temporary licenses; and the making any other change in the persons or premises described in such licenses; and
(2) the confirmation of licenses for the sale of intoxicating liquor;
and
(8) the making any orders as to what constitutes a part of
town or what constitutes a populous place, and as to the hours of closing premises under the Licensing Acts; and (4) all statutory jurisdiction, powers, and capacities incidental to or conducive to the proper execution of licensing as above defined.
10 (12.) On and after the aforesaid day, in the construction of the Licensing Acts, so far as respects the jurisdiction by this section transferred, and the matters incidental thereto—
The expression "clerk of the licensing justices" means the clerk of the statutory committee.
The expression “licensing authority" means the members of the county council.

(18.) The expression "the Licensing Acts" for the purposes of 20 this section means the Licensing Acts, 1872 to 1874, and any other enactments in force relating to licensing for the sale of intoxicating liquors.
(14.) The provisions of the Licensing Acts shall be construed so as to carry (into effect the provisions of this section, and all the provisions of the Licensing Acts, including the definition of license and other definitions which are not superseded or modified by this Act, shall remain in full force.
(15.) At and after the aforesaid day there shall be kept in every licensing district as defined in this Act, by the clerk of the statutory committee, a register of licenses as provided by the Licensing Act, 1872, and all the provisions of the last-mentioned Act relating to registers shall apply to such register, with the necessary variation of "county council or statutory committee" for "Hoensing justices."
(16.) One of Her Majesty's Principal Secretaries of State shall, by order, make provision for the closing and custody of the registers of licenses formed under the Licensing Act, 1872, prior to this section coming into operation, and as to any copies being made for the use of the clerks of the statutory committees.
(17.) Any power of certifying copies to be true copies of the register, and all other powers conferred on the clerk of the licensing
