as a separate item of the consolidated rate leviable in the case of A.D. 1885. the first mentioned rate or contribution to a rate in the part of the parish only in which the same is leviable, and in the case of the secondly mentioned rate or contribution to a rate in respect of the property or subject to the exemptions or allowances in respect of or subject to which the same is leviable.
45. The following enactments shall be made with respect to the Levy of levy of the parochial rate; (that is to say,)
(1.) The parochial rate shall be levied by four equal instal- ments, to be paid quarterly, or by such number of instalments, of such amounts, and to be paid at such times as may be fixed by the overseers at the time when the rate is made : (2.) With a view to the levy of the consolidated rate in a parish, the overseers shall, at the prescribed time in every year before the first instalment of the annual consolidated rate becomes payable, cause to be served on every person liable to pay the consolidated rate or any portion thereof within such parish a demand note:
(8.) The demand note shall specify, in so far and in such manner as may be prescribed, the several purposes for which the consolidated rate is levied, and distinguish the several items of such rate which represent contributions to distinct rates, and shall add the amount to be paid during the ensuing year by the person on whom the demand note is served, and the manner and time of paying such amount, and such other particulars as may from time to time be prescribed:
If any person rated to the parochial rate on whom a demand note has been served fails to pay the amount appearing by such note to be due from him within seven days after such- amount has become payable, the payment of such amount may be enforced by a summary order :
(4.) The overseers shall pay to each authority which has served precepts on them the quarterly or other instalments of money for the time being due to such authority under such precepts out of the moneys received on account of the consolidated rate:
The whole of the proceeds of the consolidated rate shall be primarily applicable to the liquidation of any payments to be made thereout, but the overseers shall keep their accounts in such 40 manner as to distinguish between each special fund, and between special funds and funds other than special funds, and the accounts shall be so balanced and adjusted that each special fund shall bear
