Rating franchise.

A special fund means a fund derived from an item of the con- solidated rate which is leviable only on part of a parish, or in respect of certain property only, or subject to certain exemptions and allowances.

(5.) The Poor Rate Assessment and Collection Act, 1869, and

the thirty-eighth, thirty-ninth, and fortieth sections of the 10 Poor Law Amendment Act, 1868, shall apply to the consolidated rate leviable under this Act in the same manner as if such consolidated rate consisted wholly of a poor rate; and all the provisions of the said Poor Rate Assessment and Collection Act, and of the said sections of the Poor Law Amendment Act, 15 1868, relating to a rate or rates, or to a poor rate or poor rates, shall be deemed to refer to the said consolidated rate.

46. The rating and being rated to the consolidated rate shall, for the purposes of the Acts relating to parliamentary and other fran- chises be deemed equivalent to the rating and being rated to the 20 poor rate and to the payment of such rate.
