As to Boundaries within a County.

40. Any county council may at any time by provisional scheme Simplifion- sanctioned as in this Act mentioned provide for all or any of the cation of following things as respects their county :-

the electoral divisions, and for altering the total number of county councillors and of wardens assigned by the Act to the county; and

(b.) For altering the boundaries of their county;

(0.) For altering the boundaries of any urban or rural sanitary district, or of any union, or of any highway or poor law parish situate in their county ;

(d.) For uniting several small highway or poor law parishes in the county into one parish, or annexing one or more of such small parish or parishes to a larger parish; and any parish so formed by a union of parishes, or enlarged by annexation, shall for all the purposes of this Act be deemed to be one parish : (e.) For dividing any highway or poor law parish in the county which by reason of its inconvenient extent, or by reason of its forming part of, or having within its boundaries, or lying partly within or partly without a borough, an improvement Act district, or a local government district it seems expedient to divide, and for uniting all or any of such sub-divisions of the parish with other parishes:

(f.) For the proper adjustment and distribution of the powers, property, liabilities, officers, and servants of any local authority, consequential on the consolidation or alteration of any bound- aries or other act done in pursuance of this section.

(g.) Generally for doing any matter or thing whatever, whether similar or not to those above-mentioned, which may be required or be expedient for the proper carrying into effect the purposes of this Act and the settlement of local differences: Provided as follows :-----

(i.) A scheme under this section shall not alter the area of any borough without the consent of the council of such borough, or the area of any county without the consent of the county council of each county concerned in such alte- ration of area; and

(ii.) Provision shall be made in any scheme under this section for preserving the rights of creditors and all persons having vested interests, and whose rights would otherwise be affected by any alteration made in pursuance of this section.
