Parliamentary elections.
Parishes fivided by boundary of borough.
The Commissioners, before framing any scheme, shall com- municate with the local authorities, whether county councils, town councils, boards of guardians or others, who are concerned 5 and shall submit a scheme when so framed to the councils of the counties affected thereby, and those councils may adopt such scheme or frame a new scheme and submit the same to the Commissioners.
The Commissioners shall cause such scheme to be published, 10 and shall consider any objections or suggestions made in relation thereto within one month after such publication.
The Commissioners may finally by order approve a scheme and publish it and bring it before Her Majesty in Council, and subject as herein-after mentioned it shall be lawful for Her Majesty by order to confirm such scheme, and thereupon the scheme shall have effect as if enacted by Parliament.

Provided that if any of the above-mentioned local authorities affected by the scheme within one month after such publication of the scheme, petitions Her Majesty in Council to cause the scheme 20 to be laid before Parliament, and such petition is not withdrawn, the order of the Commissioners establishing the scheme shall have effect only as a provisional order, and shall be of no effect unless confirmed by Parliament.
The Local Government Board may introduce any such scheme, and if any petition is presented against such
Bill confirming 25 scheme, the Bill, so far as it relates to the scheme petitioned against, shall be referred to a select committee, and the petitioners shall be allowed to appear and oppose, as in the case of a private Bill.
A scheme of the boundary commissioners may provide for all or 80 any of the following matters, that is to my,—
(a.) May dissolve a poor law union and form the component parts thereof or any of the into a separate union or separate
unions, or may annex any such component parts to any other union ur unions in the same county;
(b.) May provide for the common use of the workhouse or other property of a poor law union by another poor law union, and may provide for the contributions to be made in respect of such
common use ;

40. Where a parish is situate partly within and partly without 40 a quarter sessions borough, the part within and the part without the borough shall, for the purposes of this Act, be deemed to be separate parishes.
