The Cabinet had before them the following
documents relating to the Debt on the Unemployment
Fund:

A Memorandum by the Minister of Labour (Paper C.P.-244 (28)), drawing attention to the effect of the increase in unemployment on the Unemployment Fund, which was likely to necessitate the introduction of a Bill to increase the borrowing powers, possibly at the beginning of the next Session of Parliament:
A Memorandum by the President of the Board of Education (Paper 0.P.-251 (28)) containing sugges- tions for temporarily taking the coal-mining industry out of the Unemployment Insurance Fund alto- gether.
The Chancellor of the Exchequer asked
the Cabinet to note that the Treasury were
not in agreement with the proposals contained
in the Memorandum by the President of the
Board of Education.
