3. The Secretary of State for Dominion Affairs
recalled that at their previous Meeting the Cabinet had referred to an enlarged Rating Reform Committee the Report of the Industrial Transference Board, together with the various proposals on the subject
made to the Cabinet. These proposals had included his own Memorandum (Paper C.P.-210 (28)) dealing
with Safeguarding and Imperial Preference. The
Chancellor of the Exchequer, who was Chairman of
the Committee, had doubted if the Committee could
usefully discuss a matter which could not be dealt
with without a prior decision of the Cabinet on
policy. The Secretary of State for Dominion Affairs
informed the Cabinet that he did not dispute this,
and that he was willing that the Committee should
not deal with it unleas and until it received
specific instructions from the Cabinet to do so.
