TEXTS OF THE RESOLUTIONS ADOPTED BY THE CONFERENCE

I

RESOLUTION CONCERNING THE IMPLEMENTATION OF THE RECOMMENDATION CONCERNING VOCATIONAL GUIDANCE

(Adopted on 29 June, 1949)

The Conference recommends to the Governing Body that, with due regard to the manpower programme of the International Labour Organisation, it instructs the Office to take, as soon as practicable, appropriate measures—

1. To assist Member States by-

(a) conducting surveys with respect to vocational guidance in regions where such surveys are desirable;

(b) publishing manuals on vocational guidance for use in areas where they will be of the greatest assistance and making them available as far as possible in the appropriate languages;

(c) advising and assisting any Member State upon its request in the develop- ment of its vocational guidance programme; and

(d) advising and assisting any Member State upon its request in the profes- sional training of its guidance officers.

2. To establish all practical collaboration with U.N.E.S.C.O. in the above projects, especially as to objectives common to the respective fields of interest of both bodies.

RESOLUTION CONCERNING ANNUAL HOLIDAYS WITH PAY AND RECREATION, SUBMITTED BY THE CZECHOSLOVAK DELEGATION

(Adopted on 1 July, 1949)

Whereas annual holidays with pay and adequate recreation for workers are basic needs of working people;

Whereas the Declaration of Philadelphia recognises the solemn obligation of the International Labour Organisation to further among the nations of the world programmes which will achieve the provision of adequate facilities for recreation and culture;

Whereas the Convention concerning annual holidays with pay has been ratified so far by only a small number of countries and the information available on the number of workers having holidays with pay in countries which have not ratified the Convention is incomplete;

Whereas it is desirable that the Convention should now be further considered in the light of the developments in regard to holidays with pay which have taken place in many countries since its adoption;

Whereas it would be desirable to have further information on the relation between holidays with pay and production costs,

The Conference--

Requests the Governing Body to instruct the International Labour Office as soon as practicable;

(a) to prepare, with a view to early consideration of the matter by the Conference and such other action by the Organisation as may be appropriate, a report indicating how the existing legislation, collective agreements or practice of States Members ensure annual holidays with pay to various categories of workers, including workers not covered by the existing Convention, according

(b) to Regie 1 Geb3rofort@ging practidagorhaton ofning methods of providing facilities enabling workers who wish to use them to take full advantage of their annual holidays with pay, of their weekly rest period and of their leisure in general for physical and cultural recreation and for raising their cultural level and standard of living and concerning the way in which the State, the social insurance system, workers' organisations, employers, etc., con- tribute towards facilitating workers' recreation.

RESOLUTION CONCERNING UNEMPLOYMENT, SUBMITTED BY THE

CZECHOSLOVAK DELEGATION

(Adopted on 1 July, 1949)

Whereas the Preamble to the Constitution of the International Labour Organisa- tion lays down as one of the main aims of the I.L.O. the prevention of unemployment ;

:

Whereas the Declaration of Philadelphia recognises the solemn obligation of the I.L.O. to further among the nations of the world programmes which will achieve full employment and the raising of the standard of living;

Whereas the I.L.O. has been carrying on a number of activities of a practical nature which seek to diminish unemployment and to enhance the opportunities for effective employment, notably assistance to various States in-

(a) the improvement of employment services;

(b) the development of vocational guidance and vocational training both for young persons and adults;

(c) the implementation of migration programmes among both countries of emigration and countries of immigration; and

(d) the improvement of social security services;

Whereas nevertheless in a number of countries unemployment has recently been increasing to a considerable extent;

Whereas unemployment undermines the standard of living not only of the unemployed, the partially employed and their dependants but also of employed persons;

Whereas some systems of unemployment insurance or assistance are inadequate as to scope, the level of benefit or allowance and the period of eligibility for benefit or allowance;

Whereas a comprehensive survey of the present situation is desirable as a basis for the discussion of any concrete measures which may appear necessary,

The Conference requests the Governing Body-

1. To give consideration to instructing the Director-General to prepare, without delay, a comprehensive report on the problem of unemployment, including, so far as possible, information relating to--

(a) the situation and trend of employment, unemployment and partial unemployment in the different countries;

(b) the effects of unemployment and partial unemployment upon the standard of living of those directly concerned and their dependants and of all wage

(c) measures taken→

(i) to alleviate the effects of unemployment and partial unemployment; (ii) to raise the level of employment, more particularly by the expansion of international trade, the development of basic industries and other

2. To consider the desirability of placing on the agenda of an early session of the Conference the question of unemployment, with a view to achieving fuller and more effeaige uke of4nofpd9,7both within each4ation and internationally.

(a) to continue to follow questions of employment and unemployment with the closest attention;

(b) to co-operate with the United Nations and the specialised agencies directly concerned in the reporting and analysis of employment and unemployment and in the formulation of recommendations to combat unemployment.

IV

RESOLUTION CONCERNING THE ARRANGEMENTS TO BE MADE FOR IL.O. PARTICIPATION IN THE EXPANDED CO-OPERATIVE PROGRAMME OF TECHNICAL ASSISTANCE FOR ECONOMIC DEVELOPMENT

(Adopted on 1 July, 1949)

The Conference authorises the Governing Body, in the event of its being possible to initiate an expanded programme of technical assistance for economic development before the 33rd Session of the Conference and pending the sub- mission of more detailed proposals to the Conference at that session, to make, in consultation with States Members and with the United Nations, and particularly with the Economic and Social: Council, and with other specialised agencies, such interim arrangements as may be appropriate to permit the ILO. to initiate such an expanded programme as part of the co-operative programme contemplated by the Economic and Social Council, and to obtain and to expend the necessary funds therefor.

RESOLUTION CONCERNING THE PLACING ON THE AGENDA OF THE 1950 CONFERENCE OF THE QUESTION OF INDUSTRIAL RELATIONS · COMPRISING COLLECTIVE AGREE- MENTS, CONCILIATION AND ARBITRATION AND CO-OPERATION BETWEEN PUBLIC AUTHORITIES AND EMPLOYERS' AND WORKERS' ORGANISATIONS

(Adopted on 1 July, 1949)

The Conference expresses the desire that the question of industrial relations comprising collective agreements, conciliation and arbitration and co-operation between public authorities and employers' and workers' organisations should be put on next year's agenda.

It requests the Governing Body to review the agenda of the 1950 Conference with a view to determining whether it would be desirable to modify this agenda by postponing one of the other items thereon.

RESOLUTION CONCERNING FUTURE CONSIDERATION OF PROBLEMS IN

THE FIELD OF WAGES

(Adopted on 2 July, 1949)

The General Conference of the International Labour Organisation,

Having been convened at Geneva by the Governing Body of the International Labour Office, and having met in its Thirty-second Session on 8 June, 1949, adopts this second day of July, 1949, the following Resolution:

The Conference invites the Governing Body to take note of the problems referred to in the General Report on Wages and in the proposed Resolutions on systems of payment by results, the dismissal wage, further studies in the field of wages and the minimum wage, which were submitted to the Conference, with a view to deciding which of these problems should be studied further, and to consider from time to time in the light of the circumstances which of them might appropriately be placed on the agenda of future sessions of the Conference or of other meetings under the auspices of the Organisation.

RESOLUTION CONCERNING THE ADOPTION OF THE BUDGET FOR THE 32ND FINANCIAL PERIOD (1950) AND FOR THE ALLOCATION OF EXPENSES AMONG STATES MEMBERS FOR 1950

(Adopted on 29 June, 1949)

In virtue of the Financial Regulations the Conference passes for the 32nd financial period ending 31 December, 1950, the budget of expenditure of the International Labour Organisation, amounting to 5,983,526 U.S. dollars and the budget of income amounting to 5,983,526 U.S. dollars and resolves that the budget of income from States Members shall be allocated among them in accordance with the scale of contributions recommended by the Finance Com- mittee of Government Representatives.

RESOLUTION CONCERNING THE CONTRIBUTIONS PAYABLE TO THE STAFF PENSIONS FUND IN 1950

(Adopted on 29 June, 1949)

The International Labour Conference:

Decides that the contribution of the International Labour Organisation to the Pensions Fund for 1950 under Article 7, paragraph (a), of the Staff Pensions Regulations shall be 14 per cent. of the pensionable emoluments of the members of the Fund;

Decides that, for the year 1950, the officials mentioned in Article 4, paragraph (a) (i), of the Staff Pensions Regulations shall continue to pay an additional one per cent. of their pensionable emoluments, and those mentioned in Article 4, paragraph (a) (ii), an additional half per cent., if their pensionable emoluments exceed 1,518.70 U.S. dollars (6,500 Swiss francs) or below that figure;

Resolves that, in continuation of the arrangement approved in previous years, the whole budgetary vote for 1950 in respect of Part II of the Budget shall be paid to the Fund.

THE ADOPTION BY STATES MEMBERS OF ABSOLUTE CEILINGS TO THEIR CONTRIBUTIONS TO THE BUDGET OF THE

MONETARY ORGANISATION

(Adopted on 29 June, 1949)

The Conference endorses the resolution of the Governing Body that, bearing in mind that an equitable scale of contributions is necessary, the adoption by States Members of absolute monetary ceilings to their contributions to the budget of the International Labour Organisation may provide an obstacle to the proper functioning of the Organisation and may seriously handicap its development.
