2. The following stores are maintained at the Torpedo Depôt, Kowloon, for the purpose of cable-cutting :---
Two explosive creeps, fitted complete.
Two non-explosive creeps, fitted complete.
Two 10-cell boats' batteries and earth plates.
Two Mark IV firing keys.
Six spare explosive grapnels and charges.
Two torpedo work-boxes, fitted complete.
War.
3. You will receive detailed secret instructions from the Commodore when any action is required.

(i.) Peace.
1. You are to keep these Secret Standing War Orders" under lock and key. They are to be handed over to your successor, and a certificate to this effect is to be furnished to the Naval Secretary to the Commodore.
in peace 2. You are to make yourself familiar with the action to be taken by you and on receipt of the "Warning" and "War" telegrams. Any suggestions for the improvement of these War Orders are to be brought to the notice of the Commodore, reaching the Naval Secretary by the first day in each quarter.
3. You are, so far as is possible, to have all telegrams, letters, written orders and other communications prepared in peace, so that there shall be no delay in giving effect to these instructions.
(ii.) Mobilization.
1. When the examination service is to be enforced, you will receive a communication to this effect from the Naval Secretary to the Commodore.
2. The Colonial Harbour Master will at once be requested to transfer to you the craft and personnel mentioned in Appendices (A) and (B) of the Hong Kong Traffic Regulations (page 203).
3. You will then arrange for the necessary fitting out of these boats and their completion with the stores required.
4. As soon as all your preparations are complete, you will at once enforce the examination service and report to the Commodore that you have done so.
5. Copies of the Hong Kong Traffic Regulations are to be supplied to you in peace by the Naval Secretary to the Commodore. These are for the use of the various Examining Officers, to whom you should issue them on mobilization.
6. Whenever the examination service is put into force in war or tested in peace, a copy of Merchant Ships' Papers (N.I.D. 576) will be supplied to you by the Naval Secretary to the Commodore. You are to make yourself acquainted with its contents.
7. You are to inform the Naval Secretary to the Commodore every day, before 4 P.M., what the special signal for the following day for the admission of merchant vessels to the harbour is to be. The Fortress Commander will then be informed.
