12. The Commander of "Tamar" draws a set of the following confidential books for each boat from the Commodore's office :—-
Gunnery Manual, Vol. I, parts 1 and 2, 1907. Torpedo Manual, Vol III, 1898.
Torpedo Manual (Addenda), 1906.
Flotilla Signal Book and Addenda.
N.I.D. 868 Memorandum on Regulation of Traffic at Defended Ports in time of
War.
Block sketches of Foreign War Vessels and Types of Merchant Vessels. Private Signal Instructions, section III, 1905.

13. Officers Commanding, when their boats are fully completed, will report to the Commander of Tamar," from whom they will receive their confidential books and orders.
14. The Commander of "Tamar" reports to Commodore when all is complete.
PART II.-Orders for Officer in Command of Supplementary Floating Defence.
You are to keep these Secret Standing War Orders under lock and key. They are to be handed over to your successor, and a certificate to this effect is to be furnished to the Naval Secretary to the Commodore.
2. You are also to make yourself acquainted with the whole of the Naval Defence Scheme of Hong Kong.

3. You are to make yourself familiar with the action to be taken by you in peace, and on receipt of the Warning" telegram. Any suggestions for improving these Orders are to be brought to the notice of the Commodore through the Naval Secretary, reaching him on the first day of each quarter.
4. You are, as far as possible, to have all letters, telegrams, written orders, and other communications prepared in time of peace, so that there may be no delay in giving effect to these instructions.
5. The chief object of the supplementary floating defence is to extend the line of observation, with a view to preventing the laying of blockade mines off the eastern entrance of Hong Kong.
The ships which may be used under your command are:-

As all the above may not be available, the scheme may not be fully developed. If numbers allow, one gunboat with tenders will be stationed at Aberdeen as parent ship to torpedo-boat flotilla.
6. In addition to the above, steam launches will be taken up and armed as detailed below.
7. Their crews will be drawn from ships of the "Thistle" class, which will provide stores and ammunition-one gunboat and two launches forming a unit.
