(M.)Duties of and Action to be taken by Inspector of Police.

(i.) Peace.

1. You are to keep these "Secret Standing War Orders" under lock and key. They are to be handed to your successor, and a certificate to this effect is to be furnished to the Naval Secretary to the Commodore.

2. You are to consider the Secret Standing War Orders as an important part of your duties.

3. You are to carefully consider the steps to be taken on mobilization and during Any suggestions for the improvement of these War Orders are to be brought to the notice of the Commander (N), who will, if necessary, forward them to the Naval Secretary, reaching him by the first day in each quarter.

4. You will during peace prepare a scheme ensuring the protection of the under- mentioned places--using the personnel under your orders as detailed on page 188 :—

:-

(1.) H.M. Dockyard, Hong Kong, with special regard to the Caisson and Basin

entrance.

(2.) H.M. Torpedo Depôt and Coal Yard, Kowloon.

(3.) The Torpedo Depôt, Lai-Chi-Kok.

5. You will prepare the necessary demands, and keep a list of the men mentioned in (ii) Mobilization, paragraph 2, corrected to date.

6. The outer boundaries of Hong Kong and Kowloon Yards will be patrolled by the Civil Police, as agreed to by the Captain Superintendent of Civil Police. Ships in basin or dock will receive orders from the Commodore as to the rendering of assistance.

(ii.) Mobilization.

1. On receipt of the information that the "Warning" telegram has been received you will ensure the protection of the points named above, and enforce the arrangements enumerated below:--

2. You will submit to Commander (N) a list of civilians suitable for employment as constables.

3. You will present to the N.O.0. a demand for arms and ammunition.

4. You will issue orders that the main entrance only to the dockyard is to be used.

5. You will give the following orders to the constables on duty at the main gates :- (a.) All workmen (Native) are to be searched on entering the yard, and their tickets examined.

(b.) All Native workmen are to be taken to their respective shops and stores, and mustered by the No. 1 Chinaman of the party under the supervision of the European in charge.

(c.) No contract coolies are to be allowed into the yard.

(d) All the Native writers will be furnished with a special pass signed by the Commodore, and they are to be searched.

(e.) No visitors are to be allowed into the yard unless provided with a pass from the Commodore. They are to be accompanied to their destination by a constable.

(f) Visitors will only be admitted between the hours of 9 A.M. and 5 P.M. (g.) Officers in uniform who are known are to be allowed free access to the yard.

6. You will give the following orders to the constables on duty on the water fronts:

(a.) No boat is to be allowed to approach within 100 yards of the Naval establishments.
