(b.) Boats persisting in approaching after being challenged are to be fired on between sunset and sunrise.
7. The principal officers of each department will be held responsible that unauthorized persons are not allowed in their shops or stores.
8. The hiring of day coolies will be restricted as far as possible and those entered are to be supplied with tickets for the day, bearing the name of the department employing them.
9. The beats on the boundary and sea wall are to be doubled, using men from the interior beats for this purpose.
10. Six European and three Indian constables will be entered for the defence of Kowloon yard and coaling depôt.
11. These men will be housed in the present Police quarters, and victualled as members of the Police mess.
12. One Indian sergeant will be detailed and three extra Indian police constables entered for the defence of Lai-Chi-Kok.
13. These men will be housed in the existing buildings.
14. Food will be sent over by launch three times a-week, i.e., the present method of serving out rations to the Indian police.
