(c.) The telegrams of hostile Governments are to be stopped, and their text is to be immediately reported in cypher to the Chief Censor, without notification to the sender or addressee of the fact of a veto having been exercised, and the telegrams are to be held back until the instructions of the Secretary of State as to their disposal are received.
(d.) No telegram is to be allowed to pass which, in the opinion of the Censor, could be the means of conveying to the enemy information as to the dispositions or movements of His Majesty's naval or military forces, or which could in any way be prejudicial to the success of the British arms.
(e.) All messages must be in English, and, if accepted, will be transmitted only at the sender's risk in all respects, and with the proviso that the sender thereby relinquishes all claim to reimbursement of the charges paid for transmission.
(f.) Unsigned or unattested messages will not be accepted for transmission. (g.) He will look through each issue of the local press before permitting its publica- tion, and in concert with the Registrar-General will keep a watch on the Chinese press.

(CC.)-Action by Brigade Signalling Officer.
1. This officer will act under the D.A.A.G. and C.S.O., and receive orders from him.
2. He will arrange the signalling parties required by the various sections of the defence, and see that they are properly equipped.
3. He will take over regimental signallers from Os.C. inf. bns., and 'detail the parties to sections of the defence.
4. The staff available for this purpose will be the regimental signallers of the infantry regiments in garrison. These will be employed, as far as possible, in the sections with their own regiments. The R.A. signallers will be required for R.A. purposes.
5. The posts to be occupied are as follows:-
No. I (Western) Section. Mount Davis, communicating with Sandy Bay Gap. No. II (Central) Section.-Above Deep Water Bay, communicating with Sanitarium
and at the Sanitarium with the Command telephone system.
Violet Hill, communicating with Wong-Nei-Choeng, communicating at Wong-
Nei-Choeng with the Command telephone system.
No. III (Eastern) Section.-Pottinger Peak, communicating with Tytam Gap, also communication with Lyemun and Haiwan until telephone line complete, com- municating at Lyemun Barracks with the Command telephone system.
No. IV (Northern) Section.-Eagle's Nest.
Golden Hill.
Shatin Pass.
Kowloon City (headquarters).
Hebe Hill.
Customs Pass,
Communicating at Kowloon City with the Command telephone system.
(D.)-Action by Officer Commanding Royal Artillery.
1. He will arrange with the C.O.O. as to the time of issue of armament, gun ammunition, and artillery stores, &c., from Ordnance Stores, drawing any reserve that may be in store.
2. He will take over from the O.C.A.S.C. the coolies required for working the
