Fort guards will rejoin their Regiments immediately on relief by the R.A., who will take them over on arrival.

9. Army Service Corps Duties.-The Inspector of Army Schools and the Garrison School Master will report themselves at once to the O.C.A.S.C. for employment in connection with A.S.C.
duties.
10. Schools.—All schools in the garrison will be closed.

1. On mobilization he will be responsible for the movement of all troops to their various Sections.
2. He will superintend the censorship of all telegrams dispatched from, or received in, Hong Kong.
3. He will arrange with the civil authorities for the use of the Colonial telephones, and generally will have charge of all arrangements connected with obtaining and communicating intelligence.
4. He will detail the number of Chinamen to be employed as scouts and runners between the outposts and headquarters of sections, and will arrange with the C.O.O. as to the provision of a distinctive dress.
5. He will keep a register of 1 censor, 5 assistants, and 14 decoding clerks to form the censorship staff.
The censorship staff will live on the premises of the Joint Telegraph Companies. The censor's action will be guided by the following rules :-
(a.) British Government messages are to have precedence of all others.
(b.) No telegram in cypher or in code, except on British Government service (Imperial, Indian, or Colonial), is to be sent, transmitted, or delivered under any pretence whatever without specific instructions from the Secretary of State for War.
