ELIZABETH HAWES, o noted American dress-designer and author of that amusing book, "Fashion Is Spinach," writes about the trend towards trouser-modes for women. TWO years ago, when California was al- ready wearing trousers 80 per cent, of the time, I was considered slightly mad when I said that within ten years most women would be wearing trousers to work. Early this spring, while visit- ing 14 middle-western cities, I did a small survey on women's trousers.
