Hitler Hopes For 'Peace' Without A Big Offensive

IF AN OFFENSIVE FAILED

A few days ago, at a Council of War attended by the Fuhrer, some Rolchwehr chiefs and most of the Nazi Grand Council, General Reichenau spoke on “the capa- city of Germany's resistance in case of failure of an offensive in the West," in the course of which the Fuhrer several times expressed approval by voice and

esture.

Reichenau remarked that the discussion was taking place in the presence of the Fuhrer himself and dignitaries of the regime and army, and was therefore absolutely official and authorised. Otherwise a discussion of this nature would necessarily be considered a manifestation of "high treason."

He declared, in the case of failure of a Western offensive, the situation would not be so desperate as certain Reich pessimista liked to say. Such failure, moreover, would be possible only if the Reich decided to launch a gen- eral attack in the West, which was not the case at

present.

He pointed out that before this would take place indus- trial and agricultural reorganisation of the Reich would be completed, and the entire Industrial system trans- ferred from the left bank of the Rhine and exposed regions of the right bank to the well-protected hinter- landespecially the north-east and south-cast reglons

of the Reich.

PEACE ON CONDITIONS He went on to show how such evacuation could be car- ried out without weakening the country's capacity for resistance.

The German armies could withdraw to the other side of the Rhine and remain there on the defensive for years. Relchenau explained. at length that such a defensive would lack at danger. This plan had been suggested by a group of German officers to Ludendorf in 1010, but the Kaiser had not dared to adopt it because the economic position thereby would have been greatly weakened.

Relchenau continued that if the German armies ever, did carry out such a withdrawal it should not affect the position of the Nazi regime.

With forces established in this defensive position the Nazi Government would accept peneo only on condition the Third Reich maintained the frontiers as existing in Autumn 1830, and also Its Nazi regime.

The Fuhrer agreed also when Relclienau stated that if such a withdrawal was carried out the chances of obtaining from the democracies a real "German peace" demanded by the Fuhrer would continually increase.
