The pamphlet urges the Western Powers to use their influence to check such wanton slaughter and destruction by the dropping of bombs from a great height. All the vic- tims in these two severe ralds were non-combatants.
Such ruthless raids were delibe- tely planned; "as" threats to bomb the city were announced by leaflets dropped by Japanese bombers a few days before the altacks-inter- national.
