PLAN MAY APPEASE "HAVE NOT" POWERS, CHECK RE-ARMING

Van Zeeland in England With Broad Programme of Reform

London, Jan. 6.

M. Paul van Zeeland arrived here to-day to confer with Mr. Neville Chamberlain on a broad programme of world economic appeasement, including financial aid to Germany and Italy.

It is understood the major proposals are, firstly, the creation of an international gold reserve fund at Basle, to which the United States, Britain, France, Germany and Italy will contribute, in order to stabilise currencies;

Secondly a general arms limitations pact.

It is understood the arms pact is designed to over- come opposition by certain British people who dislike financially aiding dictators unless they receive guarantees that'such money will not be used for an increase in armaments.
