Brussels Parleys Near End
Brussels, Nov. 21.' The Brussels conference of 19 Powers meets again to-morrow at 3 P.m., in an atmosphere of discourage- meni.
During the last 48 hours experts have been working out a draft declaration or resolution (it is not sellled yet what form it will take) with which to summarise the resulta of the three weeks' deliberations.
It is gathered that the declaration may state that the Powers are pre- pared to offer their mediation in the Sino-Japanese conflict, but it is not likely to go very much further.
It is expected that the draft will: be submitted at to-morrow's meeting, and I approved ad referendum by the various delegations, a second and final meeting will be necessary on November 23.
It is understood the Chinese dele- gation wil, insist that the report of the conference be considered by the advisory Committee of Twenty-Three Reuser.

Embassy Staffs To go To Hankow
according Reuter.
Nanking, Nov. 22. The staff members of the British, Embassies American, and German are scheduled to go to Hankow en November 23, whilst those of the Soviet and French Embassies will leave Nonking for the up-river port to-day, it is learned from diplomutle circles.
However, each Embassy will leave one or two secretaries at Nanking to handic unfinished affales.--Central News.

Nanking, Nov. 22. Mr. Nelson Johnson, the American Ambassador, It is officially stated, boarded the U.S.S. Luzon at 11 am. to-day,
and set up an office imme- diately.
A handful of Americans boarded the Luzon yesterday ready to go up river to-day or Wednesday. The ship
is calling at various ports picking up Americans, and advising others that the U.S.S. Oahu is following from Wahu.
It is emphatically pointed out that the American Government, considers the Embassy is operating both on board the Luzon and also at Nanking where Messrs. Atcheson, Paxton and Gassic are carrying on, looking after the 24 Americans who are remaining in the city for whom the Embassy quarters, including Mr. Johnson's are available. United
