HENDAYE, APRIL 27.
TO
THE BASQUE GOVERNMENT HAS ASKED FOREIGN DIPLOMATS AT ST. JEAN DE LUZ TO NEGOTIATE WITH THE INSURGENT AUTHORI. TIES FOR THE SURRENDER OF THE PORT OF BILBAO.
This news came on the heels of reports that General Mola's battalions had captured Eibar, 51 miles east of Bilbao, and, more important still, Durango, only 18 miles south-east of the port, recent goal of many British foodships which have run the Insurgent blockade.
General Mola has broadcast warnings to Bilbao's refugee-sweiled population to surrender, the alternative being the destruction of the city. It is reported that the 300,000 terrorised inhabitants have implored diplomatic representatives at Hen- daye to negotiate for the surrender.
The Basque Government has unconfirmably urged that negotiations for the surrender of the city be commenced pro- vided the civilians are assured of humane. treatment by the victorious troops.
President Aguirre and his subordinates, at an emergency meeting, gave the Defence Council supreme authority in the entire area. The Council immediately commenced reorganisa- tion of the militia into small mobile brigades.-United Press.
