THE
THE ambiguous wording of a sentence in the Kowloon Extension Agreement between China and Great Britain, which was signed at Peiping in 1898, is causing headaches in China and Hongkong.
Under this Agreement, Britain acquired further addi- tions to its territory on the mainland "for the proper defence and protection of the Colony".
Portion of this territory includes the walled area of old Kowloon City, near the Kai Tack Airport.
Last year the Hongkong Government decided to resume this area, the proximity of which to modern residential and contem- plated military areas is, it is stated, considered to be a menace to health.
Government gave notice of its intention to resume the area as from January 1, and offered compensation in addition to alternative buildings and sites to inhabitan is who agreed to quit.
More than half of the estimated population of 400 has accepted the Government offer, and their buildings have already been demolished.
But the remaining tenants are proving obstinate. They be lieve that Government has no justification for resuming their ancient property which is, in effect, Chinese territory in the heart of the Colony of Hongkong.
They have twice petitioned for assistance from the Kwang- tung Provincial Government. expressing their opposition against eviction.
The seventh paragraph in the Kowloon Extension Agreement reads:
