The mysterious process by which China maintains an equal balance of international payments in the face of large adverse merchandise balance and heavy losses through smuggling was revealed in a tentative analysis of the Chinese balance sheet for 1935 by the United States Department of Commerce.
This analysis, significant as the first such publication here, was prepared at the Shanghai office of the Bureau of Foreign and Domestic Commerce, and the findings were described "not as authoritative or conclusive, but as contributory to the study."
