SLOWLY DYING OUT

The cause of the decrease is the Increasingly strict enforcement of the Allens Restriction (Amend- ment) Act of 1919, under which no. foreigner is allowed to land with- out satisfying certain very stringent conditions.

"Before the war there was scarcely any restriction on the number of foreigners allowed to land and take up residence in England," said an offelal at the Home Omce, "and thousands used to arrive every year, Now the num ber has been reduced to a mere trickle, insufficient in many caucá to keep pace with the, number of deaths,

"In very many cases foreignera havo married English wives, and consequently their children, British subjects by birth,, are also half English by blood. Sinct there are now very few fresh ima- migrants to remind them of their native land, they are becoming more, English. than the English themselves.

"Permits to alion employees are only issued for a year at a time, and at least 90 per cent. of foreign omployees leave within the first year. None of them is allowed to set up business in this country unless we are definitely sutlsfied that their arrival will load to the employment of British workmen.

"Consequently, the number of mall shops and businesses kept by foreigners is slowly decreasing, (although it will be a long time yet before they are finally absorbed."

Allens are most common in the inner boroughs of Holborn, Step- 'ney, Finsbury, Shoreditch, Beth- nal Green, Bermondsey. South- wark,

The and Westminster, population of those boroughs de- clined by 83,726, during the ten years 1921-1931.

Byrd, above, hopes to discover and claim for the United States vast areas of unexplored land lying between South America and the South Pole on a second expedition he will lend to the Antarctic this winter.
