Borrett, C.R., C.M.G., G.B.E., D.S.0. when he carried out his frat offelar Inspection of the Hongkong Volunteer Defonec Corps on tho Murray Military Parade Ground yesterday after-

General's Remarks..
of the
After the inspretion and marek past, the Corps formed up to a hollow square, and addressing the troops, His Excellency the Gen. cral said:
"This is the first ovenston on which I have had the honour of in- specting you and I must Co- gratulate you on your appearanen | and movement.
"It is always a pleasure, as welli as an honour, to be connected oven in a small way with a patrio. tle body of men like yourselves who are willing to give up a great deal of time to fit yourselves for what in the most important duty of any man-defence of his country.
"As you all know, over since the War the fighting forces of the Empire have been reduced again profes- and as the and again, elonals are reduced, by 2o much more in reliance on the territoriala and Volunteers, increased: The part the Defence Corps has to play in the protection of this Colony is one of great importance and is one that cannot be played by a man who joins up only at the mament of crisis.
"It takes a considerable tinto to get a working knowledge of! machine guns, or to become pro- ficient in working search-lights. other' and in performing many duties you are undertaking. Al- though on the face of it there ap pear too many units and sub-units nlready in the Corps, yet there are other duties I should ask you to undertake if only you could enlist the available man-power which exists in the Colony, such as tak- ing over part of the anti-aircraft defence, guns and lights.
Appeal for Recruits. "Because the Empire is sup- posed to have its face set steadily towards Peace, that does not make armed forcca a luxury. The idea was exploded long ago in the moloring world. However good a driver a man may be he always insures himself against the other man. Even If we have good drivers at the head of the Empire they cannot prevent the other man running into us, and I there- fore appeal to you all to do your bost to get the potential poor in the Colony to join up. i have it on good authority that at the moment there are 1,000 available men in the Colony who are not taking any part in Its protection: Untrained, they will be unfit to go into your ranks
