London, Nov. 8. Development of schemes! for vocational training of the unemployed is among the principal recommendations in the final report of the Un- employed Insurance Com- mission, which was issued to-night.
The Commission is also of the opinion that, in the main, the Means Test should follow set rules in all parts of the country. The Commission was presided over by Judge Holman Gregory, members. who, with four other signed the main report. There in minority report signed by two other members, but the recom- mendations of the Commission onj many points are unupimous.
BASIS OF LEGISLATION.
The Report is expected to form the the basis of legislation in Parliamentary Scaslon which be king a fortnight bence.
