The contract bidding was South, the dealer, one No Trump: North. two No Trump and South, three No Trump, East and West having no defensive bids.
The Play.
The opening lead by West is his fourth best club, the three apet. East wins the trick with the ace and returns the seven of cluba which the declarer wins with the queen.
Declarer then plays the jack of diamonds which West covers with the king, North, the dummy winning the trick with the ace.
Declarer can
now count three diamond tricks, two club tricks, the ace of hearts and the ace of spades. If the spade finesse is successful, it would only give him two odd. He must try for a break in the heart suit. If the declarer were to lead the queen of hearts from dummy and East held the king he would cover and the de- clarer would be forced to go up with the ucu, while if East dues not hold the king, West will win the trick. It is a good rule never to lead an honour to take a finesse unless you have something behind it to establish.
Mr. Lims subject was "Some Re- eent International Treaties." In his address he dealt mainly with the Covenant of the League of Na- tions, on the greatest peace Res- ture ever made by the United States of America, the Kellogg Pact.
Some of the International Peace Treaties which I would like to pre- sent to you, said Mr. Lim, are the Covenant of the Lengue of Nations and the Kellogg Pact. In my opinion if all members of the Lengue and all the signatories of the Pact adhere strictly to their treaty obligations, the possibility of war is really negligible. In fact I daresay that it would be 80 negligible that even the militarists and naval experts would at once withdraw most, if not all of their ment, but as we all know such is objections to a general disaTMA- aot yet our happy lot.
Absence of Sanction.
The absence of sanction to en- force any rules of International Law is certainly a great drawback. the In Municipal law we have Police force and the Courts of Law from which redress could be sought and obtained. In International Law it is true that we have the court, which came into existence only a decade ago; but the absence of any efficient body lu enforce any judgment of the Court makes nations reluctant to refer their dis- putes to the Permanent Court of International Justice. Its how. ever gratifying to note that all the judgments that were delivered and the opinions referred to the Court by the Council of the League have bren faithfully carried out. AL this juncture I would like to men- tion the optional clause. When the Jurists, by virtue of article of the Convenant of the League of Nations, not to draw out the statute national Justice they were of the Permanent Court of Inter- faced with the very difficult problem of whether the jurisdiction of the Court should be made compulsory or voluntary. I now come to my main argument namely that the possibility of war is neligible if all members of the League and the signatories of the Pact adhere strictly to their treaty obligations. By the Articles 12, 13, 15 of the Convenant the members of the Lengue agreed that should any dispute arise between them, they will submit them to either (a) Arbitration, (b) Judicial Settlement, (e) Inquiry by the council of the Lengue, and further that they will not go to war until three months after the award of the arbitration; the decision of the Permanent Court, or the report of the Council.
