He described the Simon Report as a weighty and constructive. contribution to a very difficult pro- blem, but it was neither the de- sire nor the function of the Com- mission to anticipate the decisions of His Majesty's Government after the Round Table Conference or of Parliament itself.
Lord Irwin intimated that the. Government of India hitherto had only tentatively examined the Re- port, and he proposed before reaching conclusions on the re commendations, to discuss the whole subject with representa- tives of non-official Indian opinion.
A Moving Appeal. Lord Irwin stressed the inten- tion of the Government to con- tinue to combat the "dangerously subversive civil disobedience movement, and movingly appealed, "rather as friend than as the Viceroy, for a spirit of mutual trust to remove the mountains fately hemming them round. He declared that two roads lay open- to them-one leading to turmoil, disunity, disappointment and shattered hopes; the other to an India as a proud partner in the free commonwealth of nations.
"India to-day has to make her choice. I pray to God that she may be moved to choose aright.'
Lord Irwin said he proposed to dissolve the Council of State in time to allow elections to both Houses in September.
He said the situation on the North-West Frontier was improv- ing rapidly; furthermore, friction between Nepal and Tibet had been removed in consequence of the Indian Government's despatch of a friendly mission to Lhassa.- Reuter.
