Local development has gone for ward much more rapidly than was anticipated by our most optimistic resident and all indications point to the, growing importance of the Peninstila and to public faith in the future of this wonderful Ter- ritory. New Industries can be Pen established all around us and old ones continue to develop and prosper. New buildings, both Chinese and European, are being erected in large numbers.

Cock, members of the K.R.A. can rest assured that, in so far as the needs of Kowloon are concerned, they will have been properly safe. guarded for the present and ade- quately advanced for the future. We look forward to the publica- tion of the Committee's report with considerable interest.

Kewloon Hospital.

We learn through the medium of the Press that a Maternity Ward will shortly be available in the Kowloon Hospital-for the past seven years the K.R.A. have en- deavoured to convince Government Looking into the dim and dis-it was imperative that accommo- tant future. We have already reached the tage where it has become un- necessary to patronize the ferries in order to bank the surplus of our salaries if any and as a shopping centre we are rapidly approaching perfection; nowadays we can pur- chase anything and everything without having to take a sea voyage to the Island for the purpose, and if we desire to entertain our friends we can invite them to one of the finest hotels in the world.

Speaking of our palatial Hotel and again looking into the future,. I envisage on the opposite side of Nathan Road and facing the harbour on the South, another im- posing building, which would be the future Administrative Building of Hongkong and in which the executive staff of the Government will be housed and under the roof of which will be found a co-ordina- tion of the various departmente that form the machinery govern- ing this important Colony..

We have now had a year realise and estimate the benefits derived from having our own re- presentatives as members on the Legislative Council. Last year, mg predecessor, Mr. E. Cock, pledged our assistance to Messrs. Braga and Tato and promised to keep them well informed of all our activities should they so desire. My friend, the Hon. Dr. Ts'o, has seen fit to declare publicly that he is not specially representing Kow- loon. Personally, I must confess I received this disclaimer with sur- prise. Perhaps Dr. Ts'o, with his fegal mind, has interpreted H.E. the Governor's nomination of a Chinese representative for Kow-

We are thankful we shall realise one of our ambitions in the neur future and earnestly trust that another of our hopes may be ful- filled in that private medical prac- titioners be allowed to attend at the hospital, more especially in maternity cases.

At one time Government did promise that they would be grant ed that privilege In respect of their own patients but this was subsequently withdrawn. The ad- vantages which would result from this facility are too obvious for me

There was no doubt what- ever in my own mind that the two new members were appointed to represent the interests of Kowioon. That is the impression generally entertained an impression that seems to be confirmed by Sir Cecil Clementi's farewell speech to the Legislative Council on the 23rd January last.
