to elaborate, upon and we there fore trust Government will give sympathetic, and immediate consideration to this very impor- tant matter which may affect any of us at any time and may result in the saving of valuable lives.. Tribute to Sir Cecil Clementi.
I would now like to say a few words with reference to the recent loss we have suffered by the promotion of H. E. the Governor to the Straits Settlements. It cannot be expected that any of his successors will have the intimate personal knowledge of Kowloon and the New Territories possessed by Sir Cecl! Clementi, It was His Excellency's pleasure in recount ing reminiscences of his early Cadet days in Hongkong to say that he lived in one of the houses in "Lyecmun Villas" on Chatham Road, recently demolished to make room for a model and modern apartment building now nearing completion. Under Sir Cecil, Kowloon's development received a tremendous impetus. Towards the closing weeks of his administra tion in Hongkong, he concluded an agreement whereby electricity for lighting and power will be supplied not only to New Kowloon, but also, in course of time, to most! of the inhabited districts of the New Territories. This surely will prove to be an inestimable boon to the inhabitants.
Colony, who, by their encouraging attitude towards us, have assisted very materially and given an in- centive to our work, which has been very helpful. (Applause).
The chairman concluded by pro- posing the adoption of the annual report and statement of accounts,
Seconder's Speech.
Mr. Mow Fung said: It gives mo In rising to second the proposal much pleasure to second the adop-i tion of the report and accounts for the past year.
I am sure we have all listened to the President's speech with great interest and none but the rankest pessimist will disagree with his portrayal of the bright holds prospects which Kowloon for the future.
I am pleased to endorse gen erally the views expressed by him, but there are one or two points on which I would like to make little comment.

On the subject of the work of the Playing Fields Committee, I I am convinced that posterity mittee's report which will doubt look forward to seeing in the Com- will have reason to be grateful to Sir Cecil for the part he has play- commendations for the immediate less be published before long, re- ed in planning for the building of provision of adequate playing the Saikung Road, the develop-grounds for the poorer resident ment of this district and for the (hear, hear); I refer to the class opening up of such a beautiful represented by the youths who frea for residential purposes. have recently been appearing be Personally, I feel that the Salkung fore the Kowloon, Magistrate on Road will ultimately prove of charges of playing football and great value, and will justify the trick cycling in the streets. While expenditure recently voted-at the entirely agree that euch games same time we trust that urgent in the public streets must be pro- work nearer home will not be hibited, I cannot too strongly urge neglected--there are certain roads the necessity for proper facilities In Kowloon which demand imme-being provided to encourage open diate attention' and, I auggest. afr recreation among the residents claim priority over all others of the congested districts. The refer principally to Waterloo and Salisbury Roads.
Waterloo and Salisbury Roads.
Waterloo Road should be com- pleted as was originally intended on both sides of the nullah which leads into Nathan Road; it is con- sidered of paramount importance as an arterial road and we trust Government will appreciate the urgency of proceeding with its construction at the carliest pos- sible moment.
That part of Salisbury Road' leading to the Star Ferry Ap- proach is a problèm that has engaged the attention of your Committee for many years; we feel very disappointed that nothing definite can be reported as to Government's intentions with regard to this work, which is long overdue and admits of no further delas.
I cannot allow this opportunity to pass without reference to a part of His Excellency the Governor's farewell speech to the Council On January 23rd in connexion with a reorganization of the Public Health and Sanitary services.
Municipal Government.
His Excellency said: "I do hot pretend to prophesy what form it will take; but there is one form which in my opinion It certainly ought not to take and that is the establishment of a municipality.
"Te creation of municipali- ties would duplicate the ad- ministrative machinery of the Colony to an intolerable extent. It would be excessively un- economical and it would be open to all the political objections, which would beset democratic! institutions if introduced into Hongkong; I sincerely hope that nothing of the kind will be af- tempted."
We cannot entirely agree with His Excellency's viewpoint and are of opinion that the time will come when Government will find it advisable to institute some form of municipal control of purely domes- tic matters.
During Sir Cecil Clementi's ad- ministration and for some years preylous, this Association has enjoyed the confidence of Govern- ment and we are not unmindful of the fact that members of the K.R.A. have been invited to take part in the deliberations of various committees constituted by Govern-} ment to consider and advise on matters of public Interest, but we must not lose sight of the fact that our Official status, is nil.
We feel that it is the duty of any community to take an intelligent interest in municipal affairs and we hope our Government will see the wisdom of apportioning cer-| tain duties to a local council which would be actuated by a civic spirit all to the good of the Colony.
In conclusion, I wish to thank all those who have helped us in any way, and especially to tender our thanks to the Press of this
conversion of the typhoon shelter parapet opposite Salgon Street in Yau-ma-ti into a promenade is a right step in this direction.
Another point is the question of a separate Police Station for the Kowloon Tong District, which I am sorry to see the Government has shelved for the time being. I
