I would now like to say a few words with reference to the recent loss we have suffered by the promotion of H. E. the Governor to the Straits Settlements. It cannot be expected that any of his successors will have the intimate personal knowledge of Kowloon and the New Territories possessed by Sir Cecl! Clementi, It was His Excellency's pleasure in recount ing reminiscences of his early Cadet days in Hongkong to say that he lived in one of the houses in "Lyecmun Villas" on Chatham Road, recently demolished to make room for a model and modern apartment building now nearing completion. Under Sir Cecil, Kowloon's development received a tremendous impetus. Towards the closing weeks of his administra tion in Hongkong, he concluded an agreement whereby electricity for lighting and power will be supplied not only to New Kowloon, but also, in course of time, to most! of the inhabited districts of the New Territories. This surely will prove to be an inestimable boon to the inhabitants.

Waterloo and Salisbury Roads.

Waterloo Road should be com- pleted as was originally intended on both sides of the nullah which leads into Nathan Road; it is con- sidered of paramount importance as an arterial road and we trust Government will appreciate the urgency of proceeding with its construction at the carliest pos- sible moment.

That part of Salisbury Road' leading to the Star Ferry Ap- proach is a problèm that has engaged the attention of your Committee for many years; we feel very disappointed that nothing definite can be reported as to Government's intentions with regard to this work, which is long overdue and admits of no further delas.

I cannot allow this opportunity to pass without reference to a part of His Excellency the Governor's farewell speech to the Council On January 23rd in connexion with a reorganization of the Public Health and Sanitary services.

Municipal Government.

His Excellency said: "I do hot pretend to prophesy what form it will take; but there is one form which in my opinion It certainly ought not to take and that is the establishment of a municipality.

"Te creation of municipali- ties would duplicate the ad- ministrative machinery of the Colony to an intolerable extent. It would be excessively un- economical and it would be open to all the political objections, which would beset democratic! institutions if introduced into Hongkong; I sincerely hope that nothing of the kind will be af- tempted."

We cannot entirely agree with His Excellency's viewpoint and are of opinion that the time will come when Government will find it advisable to institute some form of municipal control of purely domes- tic matters.

During Sir Cecil Clementi's ad- ministration and for some years preylous, this Association has enjoyed the confidence of Govern- ment and we are not unmindful of the fact that members of the K.R.A. have been invited to take part in the deliberations of various committees constituted by Govern-} ment to consider and advise on matters of public Interest, but we must not lose sight of the fact that our Official status, is nil.

We feel that it is the duty of any community to take an intelligent interest in municipal affairs and we hope our Government will see the wisdom of apportioning cer-| tain duties to a local council which would be actuated by a civic spirit all to the good of the Colony.

In conclusion, I wish to thank all those who have helped us in any way, and especially to tender our thanks to the Press of this
