THREE BOGUS FIRMS.
REVELATIONS
IN COURT.
One of the must remarkable cases in the history of the Colony opened at the Central Magistracy this morning when Carvalho Yeo, of determined nationality, was charged in connexion with he, colossal Treasury fraud reported in January, involving a loss to the Colony's Exchequer of $260,000. It was shown that the accused has many aliases, and was in the Treasury employ for a period of sixteen months prior to the alleged forgeries. He resigned the day after the last of the money had been drawn.
The Crown aleges that Carvalho Yes opened three firms for the express purpose of facilitating the banking operations Involved, giving a different name to each of three banks.
Large sums purporting to be drawn by the Colonial Treasurer were paid into these firms' accounts, and, the Crown alleges, the money was withdrawn by the accused.
It was also stated that from each of two books of Government cheques, the final thirty had been removed without authority. The cheque-books were in a safe to which accussed had access.
When charged, accused dented committing the forgeries, adding: "Anything I can do for the Government, I will do in Court.!

PLEA FOR “LOCAL” STAFFS.
.
The water supply problem figured prominently. In the speeches delivered at this afternoon's meeting of the Legis- lative Counell, when the second reading of the Budget waS taken. The principal speeches were those of the Hon. Sir Shouson Chow, the senior Unofficial, who presented the collec Live views of the Unofficial members, and the Hon. Dr. R. H Kotewall, who spoke for the Chinese community.
Support was forthcoming for pushing on with the first and second sections of the Shing Mun Valler scheme, the Unofficials being of opinion that the proposed Acrdeen reser voir should only be undertaken as a last resort. Of the pipe- line schemes for bringing, water across the harbour, the Unofficials supported the cheaper project, of placing the pipe on the harbour bed, rather than the scheme for placing it. in a concrete trench beneath It.
יי
The Unofficials were unable to support the proposal to spend $67,000 on a motor road to Mountain Lodge, regarding the mid-level road from Condult Road to Marble Hall as of greater urgency. The granting of special permits to car owners for use of roads on the higher levels normally closed to motors was also criticised.
In regard to the large increase in personal emoluments, the Unofficials found it hard to believe that these were justifled; whilst Dr. Kotewall made a plea for salary increases to meet the cost of living in the case of "local"-men.
On the question of refusé disposal, Hongkong was describ ed as being badly behind the times in not having incinerators for this purpose.
