In the Legislative Council this afternoon, Unofficial Members, in the course of lengthy speeches on the Gvernment's Budget proposals for 1928, unanimously approved of the policy of economy and of the proposal to raise $5,000,000 by loan to pay for certain public worka.

The principal speech was made by the Hon. Sir Shouson Chow this being the first time that a Chinese Member has spoken on behalf of all the Unofficials. He lengthily reviewed the 1928 programme and expressed satisfaction that no extra taxation is contemplated."

The Hon. Mr. W. E. L. Shenton drew attention, among other things, to the growingly high cost of living, and asked for the Government to appoint a Commission of Enquiry into the

matter.

The Hou. Dr. R. H. Kolewall accused the Government of having changed its policy regarding education, suggesting that the increased school fees would lead parents to withdraw their children from school at an earlier age than was desirable.
