CHIANG AT NINGPO.
IMPROVEMENTS AND. PROGRESS.
Ningpo, Aug. 15. General Chiang Kai-shek arriv ed in Ningpo on the 8.8. Halb Kiangteen yesterday and proposes to stay about a week at Feng Hwa looking over the project of the new military road which is being bullt to Kong Keo from here. There is a report here that his wife has gone to America, taking with her two million gold dollars for deposit, .....
Ningpo is exceedingly quiet. The local Government seems to be doing well and keeping order but there are no changes in the situation so far as restoration of seized properties is concerned. Also there is a decided reticence on the part of even ordinary citi zens to discuss the political sit- uation either pro or con for fear of being accused of being com munistic. Anti-communistic ac- tivities have been a bit overdone and have trespassed on the right- ful domain of that time-honoured institution known as "squeeze.". If you have money which some officiul is badly in need of, and what official is not badly in need of it, then you are a Communist until you are able to prove by a generous contribution to "The cause" that you are still loyal.
New Military Road. A military road is being built to Kong Keo from Ningpo where the river is to be bridged and the road will divide, one road run- ning to Da Chiao, passing through Feng Hwa which is Chiang Kai- shek's native place, and the other turning off to Chi Keo. The stone for this road is being taken from the Ningpo city wall near North Gate for the Ningpo end and from Fong Hwa city wall for the other end. The new road is to leave Ningpo at North Gate and they expect to have it in operation by next year.

Glad Chiang Goes.
The Government authorities | w here have been in high spirits since they received a report of General Chiang Kai-shek's retiremeni. They are of the opinion that Kiangsi will soon be settled by Generál Chu Pei-teh, that General Isia Tou-yil's forces will be plac- ed under General Ho Chien sooner or later, and that the region to the west of Wuhu has already fallen in the hands of the Wu-Han fac- tion..
It is reported that the Wu-Han Government authorities are now considering the removal of the aite of the Government to Nan- king.
Wu-Han Appointments. The Wu-Han Government yes- terday, relieving General Wei Yi- san from the commandership of the 30th Army, appointed him Councillor of the Military Council. It appointed General Chang Chen- kuo, Vice-Commander of the 30th Army, as Acting Commander-in- Chief of the same Army. The troops under General Wei, station- ed at Hsiaokan and Liuchiamian, have been disarmed by General Tang Sheng-chih

Waves Reach Houses.
One of the outstanding features of the storm was the very high tide. The Netherlinda Harbour Works were all flooded, over one meter depth of water being in the workshops on the reclamation ground. Along the Praia Grande, the water was right across the road, the waves breaking against the houses instead of the sea wall.
There were a number of house. collapses, and there is scarcely a house in the city which has not suffered in some way. The Race. Course looked like a lake, and the roof of the grandstand was blown off. Some matsheds also col- lapsed.
Junks and small craft fared badly, one junk being thrown up into a garden. It is not known yet whether there was much loss of life.
