The Fairer Procedure. Congressman Gilbert believes that the Filipinos are now ready for independence. This he also told to the members of the house of representatives and the senate in his speech Thursday alght.

Slight Moro Opposition. Mr. Gilbert noticed, however, that there is some opposition to the granting of independence from the Moro region. The Moros are evenly divided in their opinion re- garding Philippine independence, hé, observed.
