Sir John Simon said that of all the taxes proposed in the Budget this was the one which called most for complete explanation and justi- fication.
After a careful examination of the evidence before the Safeguard- ing Committee, Sir John Simon said that never in his whole pro- fessional experience had he seen material that more obviously sup- ported the view of the minority report.
The evidence conclusively estab- lished that the failure of the bono china manufacturers to undersell the foreign felspar china had noth- ing whatever to do with rates of wages, and therefore there was no justification for applying the safe guarding method at all.
