It gives me much pleasure to ne- cept this invitation and to asso- ciate myself with the Chinese mer- chants and native bankers of Hongkong, as represented by their important and expansive interests in this Colony, to do honour to our guest this evening.
Evidence of Ability.

Superficial Estrangement. We are hearing in these days great deal of the estrangement be- tween the Chinese and the British. How far there is any fundamental difference, I leave to the sense of the large number gather eu hore to-night to answer for me, Speaking for myself, I can only come to one conclusion, that this estrangement and this difference is but superficial and transitory I am convinced, moreover, that when the present gap is bridges ever, the old friendship and trust will be restored to the greater and vantage of both.
Among old names associated with the Chartered Bank, I recall those of the Mr. James Whittall, a former Dir- late

Sir John
I know intimately, and Sir John typifies the very essence of Bri- tish friendship to, and sympathy with, China, a fact that cannot be disputed, whether in the nar rower confines of Hongkong, - or within the larger sphere of China.
Service Elsewhere.
Before Mr. Ferguson came to
Mr. Ferguson has studiously avolded the sphere of politics dur ing his long residence and asso- riation with business affairs in the Far East. There is probably a great deal of wisdom in his stand- ing off from the political area, tempting as its Invitation might bc, for, in the magnitude of and Hongkong on promotion, he saw a the responsibility involved in, the great deal of service elsewhere. undertaking placed in his charge, He joined the Bank in London in In a bank of the standing and im 1899. Three years after he came portance of the Chartered Bank, out to the East and was sent to and in view of the trying times Sumatra, thence to Penang for From 1906-1909 through which we are passing, it nearly 2 years. is not difficult to imagine that his time must be wholly devated to the interests of this great and strong Far Eastern financial in-
stitution.
The Realm of Politics. Had the last few years been more normal and tranquil and the consequent demand on his time as head of the bank, less pressing, Mr. Ferguson might have found
he was stationed at Taiping and subsequently at Ipoh, a town then coming into prominence from the ich tiplands in Perak, which were then being developed.
From 1909 to 1911 Mr. Ferguson was looking after the Punk's in- terests in Burmah: In 1911 we welcomed him to Hongkong for the first time. With the exception of a few months in Tientsin in 1912 he remained in the Colony until 1015 in which year he went,
on home leave. In 1917 Mr. Ferguson received further pro- motion to New York, and answer- ing, to the call of the East went to Foking in 1917 and remained In charge until the year 1920;;
In the latter year he returned to Hongkong and remained for the long period of seven years. It was during this time that Mr. Fergu son became botter acquainted with the Chinese, and they with him, and I make bold to assert that the acquaintance thus formed is one of mutual confidence and respect.
Therefore, Gentlemen, when we meet to wish Mr.Ferguson' all good luck and a happy reunion with his home and people when he reaches London, we meet in a spirit of. friendship, such as I have not the (Continued on Page 10.)
