His Excellency the Governor delivered in 'Council this afternoon the Budget speech for the year, outlining the estimated revenue and expenditure for 1927. -
Meagre advance details show, that the expenditure is to be a modest $17,741,648, as compared with $18,767,777 for 1926- and $25,278,133, for 1925 MM MON

It will be seen that the expenditure for 1927 is expected to fall below the estimate for 1928 by over a million dollars, and below that of 1925 by six million dollars. It will also be seen that the form of the estimates has been altered slightly.
Thus in the above list the District Offices are shown separately this time, also the Magistracies, Official Receiver, Land Office, etc.
One item which does not appear this year is the Port Dovelopment Department, which, it will be re- membered, has been remerged into the Public Works, Department.
There are two now itoms. Last year for the first time the Junior Clerical Staff was shown separately. This year there is also an item for Accounting Senior Clerical and Staff. Another new item of mote is the Royal Naval Volunteer Reservo, for whcih $40,000 is being voted.
The Public Debt and Military Contribution do not usually appear in this preliminary list.

Peking, Oct. 14. The Shuntien Shih Pao, pub- lishes a report, alleged to emanato from sources in close touch with the Fengtion faction, that Chang Tso-lin will shortly take control of the Central Government os Chief Executive, later becoming President.
