THE COAL IMPASSE.

AN IMPROVEMENT.

London, Aug. 25, The situation in the coalfields appears to be improving. ***

Everything is reported quiet in the Notts coalfields this morning. The police at Mansfeld report there are no pickets in the streets, and more miners are returning to work...

The gures for the Holsover group of pits were 2,441 in the morning shift comparod with 1,450 yesterday morning. Three pits have opened in this area.

It is understood that the Home Offlechas drawn up plans for the movement of large numbers of: police from London and other un- affected areas to the coalfields. A high official of the Home Office stated that the Home Secretary was determined to do the utmost possible for protection to be pro- vided anyone willing work. Every effort was being made, to combat intimidation. Home Office reports showed that stories of in- timidation and violence were ex- aggerated, but undoubtedly the situation was very difficult. There was no question of interference with any other bodies than the police-Reuter...

. Kandersteg, Aug. 25. Delegates of 32 nationg attend- ing the fourth international con- gross of Boy Scouts, being held here this week, are most energetic. A full programmé of lectures, de- bates, concerts, cfficial dinners and mountain excursions has been drawn up.

General Baden Powell in an opening speech. CZ- phasised the importance of the movement in inculenting the spirit of peace in the young, which was the only way to abolish war. The remarkable increase in mem- bership by over 300,000 in two years testifled to the successful

Many mesanges of enthusiastic sympathy for the movement have been received here from twelve governments, including Sir Austin Chamberlain, and Baron Shide- hara, while the Mount Everest. climber, General Bruce is here taking particular interest in the Scouts Alpine Club,.of which the Prince of Wales is a member.- Reuter.

PROTEST.

Peking, Aug. 25. The American Legation has sent a note to the Foreign. Office protesting on behalf of, American creditors against the proposed is- sue of domestic loan bonds for twenty-five-million-dollars, which it understands the Chinese Gov ernment intends to secure-on-ap- proximately eleven million dollars at present paid from the Maritime Customs revenue for service of the ninth year domestic loan, which is due to become extinguished next

year.

The Legation points,out that debts due to American citizens and organizations are entitled to priority over debts subsequently contracted, respecting the use of -any-Customa surplus funds which may be available as the result of the retirement of loans hitherto secured thereon.-Reuter

SHANGHAI TROOPS-PREPARE- FOR SERVICE.

Shanghai, Aug. 25.

It is reported that instructions have been given to press forward repairs to the Woosung forts, and that new guns are being mounted. Only one regiment of Allied troops, the Thirteenth, is in Shanghai district, and it le said this force has been notified that it may be required for service elsewhere.

Yesterday Lu Hsiang ting, tupan of Chekiang, passed through Shang- hai on his way to Nanking in order to confer with Sun Chuan-fang.-. Reuter.
