Paris, November 17.
Commenting on the campaign of the British newspapers for the abolition of submarines L'Ouvre contends that armaments of all kinds should be reduced simultaneously. If submarines alone are to be abolished and the figures of the Washington Convention in regard to capital ships to remain unchanged, France would be terribly weakened, while the superiority of Britain and Amerien would in- crease considerably.--Renter.

Commenting on the sugrestion to abolish the submarine, the New York World says that if the British are in earnest they must qrepare to surrender their power of blockade against the Continental 10ར€3,
The Herald-Tribone says that naval warfare development is now

as in the United States, to discard submarines, which some experts think will become a more and more important type of fighting ship in all havles.
Washington, Novembet 17.
Mr. Wilbur, Secretary of the Navy states that the Navy Depart ment expects to ask Congress for appropriations to continue the authorised construction programme of three, thousand ton aubmarines of the V type, two of which have already been launched and two are constructing. Three are authorised-Reuter's American Service.
RUBBER QUOTATIONS FOR 1928,
London, November 17.
Heavy buying from New York, speculative buying here and the reduction of rubber stocks in London to 4,500 tons are responsible for the rise of apet rubber in Mincing Lane yesterday to 54 pence a pound and an advance of three pence a pound on all forward quotations. Much business was done for deliveries of rubber as far ahead as 1928. Contracts were made for equal monthly deliveries in 1928 on a basis of twenty-seven to twenty-eight pence a pound.-Renter.

The death is announced of Brigadier-General Robert Marr John- son who served with the Shanghal Volunteer Corp" in 1920.-Reuter..

London, November 17.
The decision of the Admiralty to reduce the second cruiser squadron attached to the Atlantic fleet by the withdrawal of a cruiser has been carried out by the transfer of the H.M.S. Calliope to the Nore reserve fleet. The Calliope will assist the light cruiser H.M.S. Yarmouth to convey a new crew to Hongkong for the H.M.S. Hawkins which will be recommissioned for a further term of service as the flagship of the Commander-in-Chief of the China Station.-Reuter.
AMERICAN COAST GUARDSMEN DROWNED.
Halifax, N.S., November 17. Nine of the crew of the American coastguard vessel Morill were drowned near Shelburne owing to a small boat capsizing in a heavy squall-Reuter's American Service.

FORD JITNEY OVERTURNS.
While in the vicinity of Castle Penk, travelling in the direction of Un Long on Monday evening, a Ford car came in collision with a tories and overturned as the re- motor car returning from the terri-} sult of the force of the impact.
Considerable damage was done) to the Ford but fortunately none of the occupants of either vehicle was seriously injured.
The wife of Sub-inspector Mur- phy of the Ping Shan Police Station, was among the passengers of the Ford as were also Ser- gant and Mrs. Langley, of the Au! Tau Police Station. Both ladies were only alightly hurt but were badly shaken up by beling thrown out of the car.
