yesterday's meeting of the Sani-sorrected to noon to-day : tary Board, was the consideration of the. "General question of the granting of permission to instal water closets with special re- ference to applications S.B.O, 50 in 72/24 and 17 in 72/24,"
The Chairman Mr. N. L. Smith) aald the question concerned the general policy to be adopted by the Board in granting or refusing to grant water closets in Chineso honses, which had nothing to re- commend them except the general of such convenience
a system. Two applicatious had been made for water closets in the centre of Hongkong. One concerned a lodging house for about 100 Chinese, and the other Was a silk shop with about 20 Chinese employees. These were referred in the ordinary-course to the Committee which dealt with the question, but they felt themselves unable to come to a decision and preferred that the matter should be fully debated by the full Board, because it raised a very large question with regard to precedence for the future. The conditions which had been found to obtain In certain buildings largely occu-i pled by Chinese, who might have been expected to have kept the conveniences in
proper order.
tended to show the time was per- haps not ripe for the wholesale adoption of the water clouet øya- tem. His predecessor was of that opinion, and had pointed out that they were still in the experimentál stage, that flush closets were for eign Inventions and that they. should not allow their wholesale adoption. To refuse the applicn-¡ tians would not tie the hands of the Bourd in any case where there were special circumstances. He moved that the applications be refused.
The Director of Public Works (Hồn. Mr. H. E. Creasy) seconded. Mr. S. W. Tsa' contended that the resolution' would establish a precedent which it would be just as well to avoid doing. The Chairman had mentioned that the Chinese did not keep water closets in a sanitary condition. No per- son should be allowed to abuse the privileges granted, and be suggested that the Board bad an easy remedy in any cages where necupiers affended in this respect. Up to the present only a very low applications had been made by Chinise. He, pleaded that the Chinese should be given a chance and urged that the two applica- tions should be granted. it was unfair to refuse them just because they were male by Chinese.
Mr. Wong Kwong-tin endorsed -the-ramarka-of-hix-(kinuse-col league. How many enses,
