U. S. IMMIGRATION ISSUE.

London, April 26. The Daily Telegraph's New York correspondent says that religious leaders almost unanimously criticino the American Congress for affronting Japan in a "pecularly offensive" way. They urge the members of Congress to repair the blander speedily. The Federal Council of Churches, representing twenty million Church members, has requested Congress to add a section to the Immigration Bill 'summoning the State Department to confer with the Japanese Goy- ernment with a view to devising a method of bringing about exclusion based upon mutual, consideration and goodwill and postponing the operation of the exclusion clause pending such conference-Reutor'a American Service.

ANGLO-RUSSIAN RELATIONS. ·

London, April 26.

An earnest pies for a loan as the only way to solve the question of Russia's pre-war debts and to promote Anglo-Russian trade, was made by M. Rakovsky in a statement to the press. He declared that the larger part of the money would be spent in England and that orders had already been drafted. He declared entegarleally that Russia would never concede some of the demands made in the Bri- tish bankers' recent memorandum, which was an inadmissible attempt to interfere with Russia's internal politics.
