PRESIDENT COOLIDGE'S ADDRESS.

Washington. 'December 6.

President Coolidre's address to Congress was delivered to-day.

In the course of his speech, the President re-affirms his opposi- on tosthe League of Nations, but mildly recommends the United

State to join the Court of the League.

He opposes the cancellation of Europe's debts, which, exclusive tof Britisn debt, total seven milliards of dollars, thus giving America a direct interest in Europe's recovery.

He recommends the reduction of taxation on income and excess profits.

He advocates the strengthening of the army and navy and și-o additional airplanes and submarings.

He advocates the restriction of immigration and the immediate,

| registration of all aliens.

He opposes the soldiers' bonus and urges temporary Govern- i ment subsidies, aiding the disposal of surplus foodstuffs.

He desires to resume relations with Russia. but says that such impossible until Russia recognizes her international obligations.

London. Dec. 6.

Polling is a ing on in Lundos in Ene cold weather. The booths epened at seven o'clock in many constituencies. in others at eight, after which there was a steady flow of voters, mostly city men, as the workingmen mostly vote in the eresing. It is expected that the polling will be heary. The revcits of about two hundred out 564 contexts will be declared to-night including thirty-six in London. most of the remainder to-morrow Commencing at midday.

U.S. CONGRESS ISSUES.

New York. Dec. 6.

The domestic legues in this session of Congress will be the Soldiers Bonus, Secretary Mellon's plan for the reduction of income taxes, railroad rate regulation, and some sort of assistance to western farmers.

In foreign affairs the proposal to adhere to the World Court. and the Mexican and Lausanne treaties will be the chief matters of importance. The suggestion that the United States shall adhere to the World Court goes to a hostile committee of the Senate from where it may never emerge. The Lausanne treats it likely to en- counter serious opposition from organised.churches on the ground that is a betrayal of Christian interests in Asia Minor.

The ratification of the Mexica treaty is regarded as certain. and the result will be that fall diplomatic intercourse will be re-

sumed between the two antries..
