- London, Aug. 26, In the course of a series of articles on China's finances, the Economist urges prompt elaboration of. Mr. McNeill's statement. It declares that the "general measures", may relate to an attempt to settle the controversies in. North and South or minimise China's standing army; otherwise the inferences are firstly restriction of the work of the conference to the examination of the problem of likin; secondly that the Consortium is satisfactorily progressing regarding - negotiations for the unsecured debt, and the conference will deal with Balection and recommendation of other uses for the surtax, abolition of coast-trade duties and other constructive administrative refarms.
The paper points out the smallness of China's debt in relation to population and the lightness of Chinese taxes. On the contrary, relatively to the country's fiancial resources as at presont ad- ministered, the debt is so big that it is unmanageable without foreign assistance. It concludes with the opinion that the consequences of the Powers' stop are unlikely to be of a neutral character.” They are much ilkeller to be very good or very bad.

Wilson's Cabinet, writing to the Bar Association protesting against Lord Birkenhead being permitted to speak at the Association's forth- coming convention.
The cause of the pother was a speech at Williamstown yesterday, wherein Lord Birkenhead argued that the theme of self-interest, not altruism, should determine Americas' attitude, towards Europe. He paid a warm tribute to President Wilson's idealism and superhuman. zeal, but said his judgment of his countrymen was wrong, and he thereby became the agent of all those post-war developments from which his altruistic mind would have recoiled,
RELIGIOUS RIOTS IN INDIA.
Simla, Aug. 26.
Hindu and Moslem faction fighting during the Muharram cele- brations in the United Provinces resulted in numerous casualties and much destruction of property at Saharanpur. The Gonda police
fired on the rioters, and the disturbances are subsiding.
The trouble arose through the Mohammedans lopping off branches from the sacred tree of the Hindu temple and interfering in the celebration by carrying the Muslim processional fag. Minor fracas have occurred at Ahmedabad, Calcutta, Amritsar and Nellore, chiefly between Sunories and Shiahs.
FAMOUS AMERICAN AUTHORESS, DEAD.
London, Aug. 26.
The American authoress, Kate Douglas Wiggin, le dead, ["Kate Douglas Wiggin" or Mrs. George Christopher Rigge was one of the most prolific of America's women writers. She is pro bably best known in England for that charming story: "Rebecca of Sunnybrook Farm," the dramatised version of which was highly popular at Home. Mrs. Riggs was much interested in philanthropic work and organised the first free kindergartens for the poor on the Pacific Coast. To this work she devoted berself for several years.]
THE SPANISH WAR.

Military operations and naval co-operation on a large scale are being undertaken with the object of dispersing the rebels besieging Tifarauin. Two battleships, one cruiser, three destroyers and several acroplanes yesterday bombarded the enemy's coast excamp- ments. A warship stopped a boat containing amongst others three Frenchmen, who were taken into custody.

According to a report from Paris, the first torpedo seroplane in the French naval air service has completed its trials. It has a six hundred horsepower motor, with a torpedo weighing 1,540 pounds suspended under the fuselage.
