The various events are the Ruhr, which it declares ie justified by the Trasty, by the Spalonykony Telegraph. Each competitor will be supplied The reply reiterates that France has no political annexationist with printed instructions, which aime and does not desire to remain in the Rabr longer than neces sary. The time when payment is made depends on Germany's own are being sent out by the Hon. will. The reply instances the rapidity of Austria's recovery when Austria decided to make an effort. To ask France to act differently is tantamount, in Mr. Lloyd George's words of March, 1921, to the vanquished reaping the fruits of victory. The reply denies that the French claims are of a nature to crush Germany. France has ad. vanced buge sums on Germany's account, and cannot suspend the work of reconstruction, nor continue is indefinitely at her own ex- pense France has never repudiated her war debts to America or 10 England and is herself a creditor of other Allies to the extent of five to six milliards of gold marks.
The reply insists that the framers of the Treaty considered that damages to persons and property shotid be given priority over war debts. To estimate Germany's future capacity to pay at the very time she has succeeded momentarily in bankrupting herself would be equivalent to rewarding fraud, and would enable her to make a fresh start, and soon flaunt her triumphant prosperity in the face of her needs creditors. The reply points out that France and Belgium | hold sixty per cent, of the Allies' claims on Germany, and therefore if the question is to be regarded merely as a business matter, what "would be said of a company in which the holders of sixty per crút. of the abares might be put in a minority by the holders of twenty per cent.? The reply concludes: Britain would be the first to realise that to pay her debts France must recover her taxable capacity, and be in a position to meet German competition. "It is doubtless to *England's interest that Germany should recover, but it certainly
cannot be to England's interest that France should be debased,"
The annexa to the reply goes on to say that France never sug- gosted' that she would 'abandon, the Rubr. immediately resistance ceased, and before payment were complated. She refuses to accept. the threat of an appeal to the League of Nations. The British view! as to inter-Allied debts does not accord with French interests, because | under that the Allied debtors of Britain would make good what Gor. many failed to pay of Britain's debt to the United States, which France contends in practically identical with Britain's share in the "A" and "B" boude. If the British Cabinst is unable to scoord priority in respect to reparatione, France-will be forced rigorously to adhere to the Treaty figures. France ardently desires peace, but the restora- tion of Europe will be impossible except by the observance of the treaties. France is conscious of loyalty in her engagements to the Allies, and is resolved never to disown them.
Solid Satisfaction.
Paris, August 22, There is a solid feeling of satisfaction in political, circles over the matters and form of M. Poincare's note. They await the develop ment of events with confidence, and are of opinion that the absenco of recrimination will facilitate a continuance of negotiations.
The evening papers describe the Note as friendly, moderate and clear. The Journal des Debats says that while nothing in the Note renders the Entente more difficult, nöthing in it facilitates it. The Temps hopes that Britain will now explain bow she wishes to bo paid.
