FRENCH REPLY TO BRITISH NOTE.
Paris, August 22. The French reply to the British noto follow's the lines fore- casted. It begins with a statement of France's position which it claims contains the elements of a practical solution. It declares that the French Government never dreamed of pursuing a selfish policy in reparations which would be insoluble without due rogard the whole European interests involved. They have always taken into account the difficulties of some of their allies, particularly the persistent unemployment in England. Basing itself on the Treaty of Versailles, any infringement of which would create a dangerous precedent, the statement recites in detail a long series of coaces- sions made to Germany before and after the assessment of her ladebtedness by the Reparations Commission, which concessions were never requited but merely resulted in further defaults.
Germany to the end of 1922 had steadily worsened her economic position and had never attempted to put her budgetary house in lowest point of any order. She kept transport charges at the country and increased the number of salaried officials. She levied no tax on industrialists and shipowners to whom she granted all manner of privileges and immunities. She buik up a new mer- cantile marine which is competing with British and French ship. ping in American waters. She dug. canals, multiplied telephones, undertaking regardless of cost all manner of work which, France was compelled to postrone. Such were the conditions when France, STEAM LAUNCH FOR SALE. The reply then upholds the legality of the Ruhr occupation but says that the occupation will be modified when passive resistance ceases. It asks the allies to credit France with twenty-six mil- liards of gold marks accruing to her out of the A and B bonds and te allot to her out of the C bonds any sums claimable under the head of allied debts. It says that Germany's capacity and resources should be estimated periodically, payments falling due being modifiable according to circumstances, such modifications being decided upon by a majority vote of the Reparations Commission. The reply declares that there can be no doubt that damages to persons and property should be granted priority over war costs, consequently it is unthinkable that such war costa should be claimed by the allies from ach other before Germany had begun to pay France. France is willing to continue friendly discussion with- Eritain and the other Allies, and says that it will be easy to reach an understanding providing for the settlement of part of the Ger- man debt corresponding to the reconstruction of devastated regions," and the postponment of the second part of the German debt and the war debts of France. She does not suppose that England intends to claim the sum she was owed by the Allies before the reparations had been settled.
The French note moreover replies in detail to the British note in parallel columns. It says that France hitherto has not perceived the British Government's efforts to approach the ideals of France in. the execution of the treaty, but that France is convinced that mutual goodwill will lead to an agreement. It cites the French determina- tion a hundred times stated, not to abandon one contime of repara- tion or the pledge she holds till reparations have been completely paid. It says that Great Britain's draft of reply to Germany: ignor- ed France because it did not mention the essential condition for the cessation of passive resistance and declares that the British note is courteous but unconciliatory. France would have preferred a con- tinuance of diplomatic exchanges instead of publicity. It declares that Germany's capacity to pay is zero by wish of the German Govern- ment, thus a valuation by experts would be useless, but that this is no reason for wiping out the debt.

The German debt has been fixed by, the Reparations Commis- sion but France, while maintaining her claims, is ready, to aban don a sum equivalent to the remission of her own
debts. France has never said she would be content to receive thirty-four milliards of gold marks. Her claim is theoretically six-eight mil- liards and her debts, twenty-seven. These are figures that should be balanced. The British merchant marine has been reconstituted, the German marine destroyed and only reconstituted as a result of sales to Germany by England. To substitute experts for the Reparations Commission would be contrary to the Treaty of Ver- sailles. It declares that France did not go to the Ruhr to find money for reparations but to seize pledges and create a German will to pay.

On the 17th inst., the gunboat Gopher, whilst being towed from Montreal to Boston, sank in a gale in the Gulf of St. Lawrence. There were no casualties.
