EARLIER TELEGRAMS.
GERMAN REPARATIONS OFFER.
London, July,
Now the the Belgian crisis is settled the way is cleared for the resumption of discussions between Paris and London ba the subject of the German reparations offer. The French Ambassador in London has had full instructions from M. Poincare over the week end, and is only awaiting the settlement with Brussels before calling on Lord Curzon. While it is expected in London that the reply will be written, the French papers are emphatic in declaring that the communications. must be continued orally, as before, and that the Ambassador. reply Jointly for France and Belgium. The reconstituted Helgian Cabinet includes all the Ministers who resigned. There is no redistribution. of portfolios. and, the foreign polley, including reparations, is unchanged, g
Brussels, June 30.:
A decree has been published, announcing that the King has de- clined to accept the resignation of the Theunis Cabinet.
"Paris, July" 1. The Senate vote for the Ruhr eredit is the theme of admiring comments in the French press as the most striking manifestation since the War of the sacred union of parties in Parliament, and especially. significant following the publication of the letter from the Pope ad- dressed to Cardinal Gasparri on 27th Jane on the subject of Repara- tions, hoping that Germany will show a disposition to pay her debt and that the Allies will consider whether it is necessary to maintain 'the occupation of the Ruhr as 'n' form of guarantee. This letter was. scouted at the time by the French press, which interpreted it as a sug-, gestion to submit Germany's capacity to pay to an impartial tribunal instead of the Reparations Commission, and otherwise revise the «Treaty of Versailles. The papers to-day hope the debate in the Senate will 'alow the Holy-See that it has made a mistake, and the world will appreciate the French Parliament's support of M. Poincare.
London, July 1.
According to the Observer's diplomatic correspondent if France refuses to give a written reply to the British questionnaire it is most probable the British Government will publicly declare the "present policy of France as leading to the ruin of Europe and start negotiations with Germany on the basis of the German reparations offer of June 7 If France refuses tri participate Britain will act inde- pendently. "Possibly a conference of neutral States will be called for the purpose of making a settlement with Gerinany apart fron France.
