The Observer's correspondent asserts with regard to the con ference of the British, French and Spanish experts, now being held at the Foreign Office, in regard to Tangier, there is hitherto little prospect of an agreement. Britain is urging the internationalisation of Tangier and France is urging full sovereignty of the Sultan of Morocco, virtually meaning French predominance.
